IDSP and ESRA
Education is central to all IDSP’s programs. IDSP’s unique approach in empowering communities to reflect, learn, and create collectively has generated innovative and sustainable programs of community based learning. IDSP has participated actively in the provincial and national level discourses on ESRA. IDSP has also been instrumental in creating holistic designs, which combine ESRA, Poverty Alleviation, and Democratic Rights.
As highlighted above, the policy aspect of the reform is hinged on the awareness and inclusion of the stakeholders in the decentralized structure. With the issues of disjointedness, confusion, power struggles, corruption, lack of real public participation and accountability any implementation of the an education project is going to stay as a distant dream.
Our program proposes a systematic and consistent empowerment of the grassroots structures in the policy dialogue, formation and implementation. This inclusion will not be limited to simple policy endorsement.
IDSP envisions a decentralized process, which provides greater flexibility for innovation, and development of relevant and socio-economically effective educational policies for various regions and people of Balochistan.
The education department is very keen to engage IDSP as a major policy development partner in education reforms, because the Director of IDSP Dr. Quratulain Bakhteari has played a key role in the implementation of community support process in province and the team of IDSP has also been intensively involved in building public private partnership and establishment of the primary schools through community support Process for the promotion of girls education and this process invoked major policy shift in the history of education development and community participation.

Program Update
Developing the Frameworks for Fellowships
IDSP announced the positions of Policy Facilitators and Data Analysts for the districts. In this regard, IDSP has ascertained the patterns of the fellowship inward for the potential human resource of the said program. The engagement of the Fellows as Policy Facilitators is coined with their Academic
Consultative workshop for Course Development:
In order to develop the course for the proposed Policy Facilitators, Academic Program facilitated a consultative workshop in which Educationists, Academicians and Practitioners from Pakistan took part. The major findings from the workshop were further discussed in the series of meetings for course development.
Acquiring Technical Inputs
For the purpose of course development Academic Program engaged different Resource Persons, Educationists, Practitioners, and Authors to get technical inputs to devise a course that could fulfill the needs of human resource for initiating learning centered policy dialogues at their respective districts.
Conducting Internal Seminar on the course development
In order to finalize the thematic areas for the course for Education Policy Program, Academic Program of IDSP facilitated an internal seminar, in which all the faculty members shared their insights and inputs. Major decision in this seminar was to break the course into two theoretical phases. At the end of meeting the course schedule was finalized.
Selecting Policy Facilitators, Data Operators and Program Associates
Advertisement for the posts of Data Analyst, Policy Facilitators and Program Associates was published in Daily JANG Quetta for eight districts of Balochistan i.e. Pishin, Khuzdar, Quetta, Sibi, Panjgoor, Loralai, Lasbela and Chaghai. Candidates were given 5 days for submission of their CVs. As a applied for the above mentioned posts. It is to be noted that the above given number of candidates exclude those who applied for these posts through their personal contacts with IDSP faculty.
Selecting Data Analysts
As a result of advertisement 73 candidates applied for Data Analysts from eight districts of Balochistan for 8 posts of data analysts. IDCSP developed a database of all applications received. Out of these 73 applicants, 54 were short listed for test and interview. To qualify as a data analyst a candidate was required to have basic knowledge of Ms Office, Databases and analytical skills. Finally 8 data analysts were selected for the eight districts of Balochistan.
Selecting Program Associates
24 candidates applied for the positions of Program Associates, 11 were short listed according the criteria. After having written test and panel interview one male and one female were selected for the said positions.
Inauguration of the Course
The course was inaugurated on Dec 12th, 2003, in which people from the different spheres of life participated. Chief Guest Mr Sajad Akhtar, Focal Point EFA, Education Department, Government of Balochistan, Ms. Sultana Baloch Provincial coordinator ESRA Balochistan and Dr Quratulain Bakhtari addressed the ceremony. A large number of people participated in this ceremony.
Commencement of the Course
The Course commenced on Dec 13th 2003 and continued till Jan 7th 2004. During this time period the policy facilitators and data analysts studied different modules such as: settling down & knowing each other, understanding learning phenomenon, public policy, policy analyses, Structure, communication and presentation skills.
